  7.     President TURGUT OZAL of Turkey is angry because nearly
  8. $1 billion in assistance from the government of Kuwait has yet
  9. to be delivered. The Kuwaitis promised Ozal the money last
  10. autumn as thanks for his country's membership in the anti-Iraq
  11. coalition. The Turks claim they lost millions of dollars in fees
  12. by shutting down an Iraqi oil pipeline that cut through Turkish
  13. soil. U.S. officials are pressuring the Kuwaitis to pony up a
  14. substantial chunk of the aid before President Bush visits Turkey
  15. later this month.
